MARC Ratings Berhad has published its 2021 Lead Managers' League Tables. The Lead Managers' League Tables provide a meaningful measure of domestic bond issuances rated by MARC given that only issuances which have attained financial close are included. MARC Ratings is a wholly-owned subsidiary of Malaysian Rating Corporation Berhad (MARC), and provides credit rating services as well as publishes economic and fixed-income research.
RHB Investment Bank Berhad once again topped the issued value league table of MARC-rated debt and sukuk programmes/issuances. Maybank Investment Bank Berhad came in second place, followed by CIMB Investment Bank Berhad in third place.
The issue count league table of MARC-rated debt and sukuk programmes/issuances was also led by RHB Investment Bank Berhad. Maybank Investment Bank Berhad was the runner-up, while in third place was HSBC Amanah Malaysia Berhad.

Rated issued value credit is given to lead managers based on the programme-specific arrangements between lead arrangers for jointly arranged programmes. Equal issue count credit is given to lead managers for jointly arranged programmes.
Small Medium Enterprise Development Bank Malaysia Berhad (SME Bank) was recognised in a separate category and awarded the Sustainability Award 2021. The bank issued a RM500 million ASEAN Sustainability Sukuk in 2021, aimed at providing financing facilities for the SME segment in projects embedded with environmental, social and governance (ESG) elements.
Noteworthy deals rated by MARC in 2021 included the following:
- F&N Capital Sdn Bhd’s Islamic Medium-Term Notes (IMTN) and Islamic Commercial Papers (ICP) Programmes with a combined limit of up to RM3.0 billion
- S P Setia Berhad’s RM3.0 billion IMTN Programme
- Tan Chong Motor Holdings Berhad’s RM1.5 billion IMTN (Sukuk Murabahah) Programme.
