Elmer is the Rating Portfolio Head for Financial Services. He is a Chartered Financial Analyst (CFA) charterholder, with extensive experience in bank regulation looking at the financial strength, capital adequacy as well as risk management practices of commercial, Islamic and investment banks.

Prior to joining MARC, Elmer served at Bank Negara Malaysia for 13 years, primarily in the role of a bank supervisor examining the business activities of some of Malaysia’s largest domestic banking groups, where he assessed the adequacy of the banks’ practices in managing the spectrum of credit, market/liquidity and operational risks. He later worked on reviewing the banks’ conduct as participants in wholesale financial markets, culminating in the issuance of an industry guidance document on best practices. He also reviewed the operational readiness of digital banks on their path to obtain regulatory approval to begin operations.

Elmer earned his Bachelor of Science from Kelley School of Business at Indiana University-Bloomington, double-majoring in Finance and Accounting; and completed his Masters of Business Administration (MBA) at Saïd Business School, University of Oxford.
