Datuk Dr. Roslan A. Ghaffar

Datuk Dr. Roslan was the Deputy CEO of Kumpulan Wang Simpanan Pekerja (KWSP), responsible for investments. During his 13 years of service at KWSP, he was instrumental in the formulation and implementation of investment strategies to meet the fund’s investment objectives. Prior to this, he was an academician at Universiti Putra Malaysia. Datuk Dr. Roslan holds a PhD from the University of Kentucky and a Bachelor of Science from Louisiana State University.

Datuk Jamaludin Nasir

Datuk Jamaludin has held various senior roles as a banker, having served as Deputy Chief Executive Officer of Asian Finance Bank, Group Chief Credit Officer of Maybank and General Manager of Dresdner Bank AG. He currently sits as a member of the Technical Committee of Finance Accreditation Agency (FAA). Datuk Jamaludin holds an MBA from Texas A&M International University, USA; a Bachelor of Science degree in Finance & Business Economics and a Bachelor of Economics degree from Southern Illinois University, USA.

Dr. Loh Leong Hua


Dr. Loh currently sits on the board of MBSB Bank Berhad as an Independent Non-Executive Director. He has previously served in a variety of roles, including as Senior Director of investment banking at Kenanga Investment Bank Berhad, Senior Vice President at Affin Merchant Bank Berhad and as Head of Commercial Banking and Regional Head of Sabah and Sarawak for Eon Bank Berhad. Dr. Loh holds a doctorate from Universiti Kebangsaan Malaysia and is also an Advanced Management Programme graduate from The Wharton School at the University of Pennsylvania, USA.

Kan Wai Sum

Kan Wai Sum is the Chief Executive Officer (CEO) of MARC. Prior to joining MARC, she was the Head of Credit Strategy of CIMB’s treasury department. Kan brings with her 21 years of experience in both the investment banking and rating industries. She started her career as a rating analyst with Rating Agency Malaysia (RAM). She then left RAM as Head of Business Development to join CIMB Investment Bank Berhad. During her 13.5 years in CIMB, she served in a myriad of roles encompassing rating advisory, debt capital market coverage and structuring, portfolio management and trading as well as credit analytics. She also had a short stint of 1.5 years in a boutique advisory firm based in Singapore. Kan graduated with a Bachelor of Business Administration (cum laude) degree, majoring in finance. She also has an MBA from University of Central Arkansas, USA.

Milly Leong Soek Yee

Technical Director

As the Technical Director of Ratings, Milly is responsible for the development of MARC’s rating methodology, besides providing advice and interpretative guidance on rating methodology matters. She is also primarily responsible for developing new rating offerings, identifying and promulgating best practices within MARC’s rating function, and providing technical support for MARC’s affiliate rating agencies.

Milly has close to two decades of experience in the credit rating industry, spanning a wide array of industries and financing instruments. Milly was MARC’s Chief Rating Officer from 2007 through 2012. She is a certified CPA and holds accounting and MBA degrees from Monash University and Deakin University respectively.

Rajaseharan Paramesran

Chief Rating Officer

Rajan is the Chief Rating Officer responsible for the overall stewardship and developments of the ratings operations. He has over 25 years of working experience in the financial services industry, both locally and abroad. Prior to joining MARC, Rajan worked with the New Straits Times Group from 2005 to 2008, specialising in the provision of property insights. He holds a Bachelor of Science in Mathematics from the University of Malaya, and a Master in Business Studies from University College Dublin.
